Supporting and Developing the South West STPs

Output from the South West Clinical Senate meeting on 19th May 2016 about supporting and developing the STP plans for the South West footprints.

The question:

“Will the 6 South West STP footprints deliver the Five Year Forward View?”

Senate Response:

The South West Clinical Senate met on 19th May 2016 to discuss the South West STP footprints and how to support them. The afternoon was certainly useful for knowledge sharing and relationship building. It also highlighted the potential of clinical and specialist collaboration to help and inform STP delivery going forward

Below is a short summary of the key points from the afternoon and also the offer to STPs from the Senate and other South West bodies to pick up when appropriate;

Key Points

  1. STPs are not a catch all to deliver the Five Year Forward View but will focus on a few key pieces of large transformation.
  2. STP delivery and planning must involve all partners for cohesion and to address cross-cutting issues (UEC, networks, specialised commissioning, frailty)
  3. Prevention, place-based care, primary care workforce competencies, patient flows and the spread of learning will have important roles to play in creating a sustainable healthcare landscape.
  4. A real ‘channel shift’ in culture away from traditional modes of access and mechanisms of clinical engagement needs to be created – a digital first emphasis will support this.

Ongoing Offer of Support to STPs

There is a real opportunity for shared work. Specifically through;

  • Alliances in the South West particularly with non-NHS bodies
  • STP joint working on IT solutions
  • Shared investment & savings and shared Information Governance

The Clinical Senate can be used to provide independent clinical advice;

  • Catalogue of existing Senate advice from 12 Senates across England
  • Early independent clinical advice prior to large scale service change and formal assurance
  • Independent Clinical Review as part of formal NHSE assurance process for large scale service change
  • Constructive challenge and clinical peer review.
  • Facilitating dialogues
  • Collective quality of independent advice

 Clinical networks

  • Access to National and regional leads
  • Distinct work streams to support national priorities
  • Advice on clinical network areas
  • Clinical advice and implementation support from clinicians for key areas of: Mental Health, Cancer, Diabetes and CVD and Maternity and Children’s.
  • The Urgent and Emergency care networks will act as the convenors for STP plans and support the delivery of the route map.

Academic Health Science Networks

  • A Director has been allocated to work with each footprint
  • Once the STPs are finalised will offer specific support accordingly and respond to requests
  • Main programmes are the patient safety collaborative and actively engaging all commissioners in the patch
